I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 30th July last, forwarding a despatch from the Governor of the Straits Settlements on the subject of the illicit importation into the colony of morphia and cocaine from Germany, and suggesting that the matter should be brought to the attention of the German Government.
In view of the decision of His Majesty's Government to take part in the forthcoming Opium Conference at The Hague, Sir E. Grey does not think that any useful purpose would be served by approaching the German Government at the present moment.
The matter is, however, engaging the serious attention of this department, who will ensure that the question of this trade shall be given due prominence in the programme to be discussed by the conference, with a view to the imposition of necessary restrictions by the Powers responsible for the trade.
